VIES TIMEOUT error
A VIES TIMEOUT error means the upstream service did not return a VAT validation response within the expected time.
Meaning
TIMEOUT is usually a temporary technical result, not a final statement that the VAT number is invalid.
It can happen at the EU gateway level or while VIES is waiting for a member-state VAT registry to respond.

Retry after a short delay and keep timeout responses separate from invalid VAT results in your internal process.
