This is not the same as an invalid VAT number. It means the relevant national registry was unavailable during the check.
Retry later and avoid converting this error into a permanent invalid result in your internal systems.
Check whether that country is down right now
MS_UNAVAILABLE names no country in the response, which is why it feels unhelpful. The live status board does name them: it lists every member state the European Commission currently reports as not answering.
If your country is on that list, the error is upstream and there is nothing to fix on your side. If it is not, the failure was a momentary one and an immediate retry usually succeeds.
