VIES not working
When VIES is not working, the problem may be the EU gateway, one national VAT registry, rate limits, or the submitted input.
First checks
Retry once after a short delay, confirm the country code and VAT number format, and check whether other countries are responding.
If only one country fails, the member-state registry may be unavailable while the VIES gateway is still online.
Do not overinterpret outages
A temporary VIES failure should not be recorded as an invalid VAT number.
Keep unavailable, timeout, and rate-limit responses separate until a later validation produces a clear result.
